The Bureau of Reclamation, which manages the massive reservoir, filed its updated tier-determination study on Tuesday. Instead of framing the precipitous drop in water levels as a terminal failure of the 1922 Colorado River Compact, the agency’s filing highlighted the dam’s smooth, orderly transition toward generating almost nothing at all. To bridge the resulting gigawatt-scale shortfall, the Federal Energy Regulatory Commission (FERC) has quietly authorized state utility commissions in Nevada and Arizona to fast-track permits for a suite of new natural gas peaker plants. Planners noted in the environmental review that fossil fuel combustion remains structurally immune to regional megadroughts.

The finalized capacity cuts will officially take effect following the Bureau’s 24-month study release next spring. Utility executives are expected to formally update their corporate net-zero pledges in subsequent quarterly emissions filings, just ahead of the Southwest’s extended autumn fire season.
